How the list is made
A state counts as landlocked when it has no coastline on the Atlantic, Pacific or Arctic Ocean or the Gulf of Mexico, including their bays and sounds such as Chesapeake Bay. That leaves 27 of the 50 states.
The Great Lakes are lakes, not the sea, so Michigan, Ohio, Illinois, Indiana, Minnesota, Wisconsin and Pennsylvania count as landlocked. Pennsylvania's only tidal shore is on the Delaware River estuary, well inland from the Atlantic.
Coastal states: Alabama, Alaska, California, Connecticut, Delaware, Florida, Georgia, Hawaii, Louisiana, Maine, Maryland, Massachusetts, Mississippi, New Hampshire, New Jersey, New York, North Carolina, Oregon, Rhode Island, South Carolina, Texas, Virginia and Washington.
